Alliance Gold Coffer

The Alliance Gold Coffer is the shared treasury that powers weekly Alliance Buffs. Each Alliance’s coffer fills through taxes and other contributions, and its total at Weekly Reset determines the strength of Crafting, Merchant, and Dungeon bonuses for that week.

Overview

  • Every Alliance has its own Gold Coffer balance.
  • Weekly Buffs draw directly from the total Gold Coffer.
  • A portion of each week’s coffer is transferred to the Silver Coffer to fund Militia Games Temporary Buffs.
  • The balance of the Gold Coffer changes weekly, creating natural fluctuation in buff power.

Gold Sources

Gold enters the coffer primarily through NPC vendor transactions.

NPC Purchase Tax
  • Whenever you buy from an NPC vendor, you pay that Township’s tax rate.
  • That tax revenue is added to the Alliance’s Gold Coffer — even if you belong to another Alliance.
  • Example: A Yew Rebellion citizen buying in Minoc pays Minoc’s tax, which supports the Minoc Federation.
Tax Rates (voted weekly)
  • Low – 5%
  • Medium – 15%
  • High – 25%

Weekly Buff System

There are two buff categories in Project Ultima’s Alliance System:

  • Weekly Buffs — Permanent weekly bonuses based on the Gold Coffer balance.
  • Temporary Buffs — Short-term effects earned through Militia Games (from the Silver Coffer).

Weekly Buffs

The three core Weekly Buffs are:

Weekly Buff Description Source
Crafting Area Bonus Increases crafting skill gain rate in crafting zones. Gold Coffer (Crafter’s Policy)
Merchant Stock Bonus Improves NPC vendor restock and availability. Gold Coffer (Merchant Policy)
Dungeon Buff Increases Gold, Rare Loot, and XP gain in assigned Alliance dungeons. Gold Coffer (Hunter’s Policy)

Temporary Buffs (Militia Games)

Militia Games create short-term competitive buffs separate from Weekly Buffs. These are powered by the Silver Coffer, which receives a gold contribution each week.

  • 10% of the Gold Coffer’s total is automatically skimmed before weekly buff calculation and transferred into the Silver Coffer.
  • Temporary Buffs are balanced alongside Weekly Buffs once Militia Games are fully implemented.

Economic Policy Ratio

The Alliance’s voted Economic Policy from the previous week determines how much of the Gold Coffer goes to each Weekly Buff.

Policy Priority Buff Distribution Ratio
Crafter’s Policy Crafting Area Buff 40% Crafting / 30% Merchant / 30% Dungeon
Merchant Policy Merchant Stock Buff 30% Crafting / 40% Merchant / 30% Dungeon
Hunter’s Policy Dungeon Buff 30% Crafting / 30% Merchant / 40% Dungeon
  • The higher the coffer balance, the stronger the buffs.
  • Buffs will vary week to week depending on Alliance tax income and spending levels.

Governor and Citizen Voting

Each week, citizens cast four votes that affect both the Gold Coffer and Alliance Policies:

  • Contest Choice
  • Economic Policy
  • Tax Level
  • Governor Approval
Persistent Vote Options
  • Your last week’s choices for Policy and Tax automatically carry over unless changed.
  • Each week, you must still vote on the Contest and Governor Approval.
Governors
  • Governors receive the same four voting options.
  • They may either follow the citizen vote or override it with their own executive decision.
  • Governor voting opens each Wednesday to allow citizens time to cast their votes first.
  • Governors can see ongoing vote totals — citizens cannot.

Weekly Buff Variability

Because buff values depend directly on the Gold Coffer, weekly variation is expected:

  • High-activity weeks → Stronger buffs.
  • Low-activity weeks → Weaker buffs.
  • The 10% gold skim ensures Militia Games remain funded even during low-income weeks.

Example Weekly Flow

  1. Players vote on Tax Rate and Economic Policy.
  2. Taxes accumulate in each Alliance’s Gold Coffer.
  3. 10% of total gold is skimmed and added to the Silver Coffer.
  4. Remaining gold is allocated according to the 40/30/30 ratio.
  5. Weekly Buffs are recalculated at the Weekly Reset.
  6. Temporary Buffs from Militia Games activate separately.

Developer Notes

  • Buff percentages and ratios are subject to tuning during Beta 2.
  • The Militia Games system and Silver Coffer interaction will be balanced against Weekly Buff strength once active.
  • The Weekly Buff and Temporary Buff systems are designed to complement each other for Alliance progression.
